Votes at a glance: Grove City Council actions on plats, permits, assessments and exemptions

Grove City Council completed a series of votes and first readings at its March 3 meeting. Below are the actions recorded on the published agenda.

Autumn Grove Section 6, Phase 1 — Ordinance C4-25 (plat acceptance) Council approved Ordinance C4-25 to accept the plat for Autumn Grove Section 6 Phase 1, a subdivision described in the meeting as containing "lots 2218 to 261 inclusive" and Reserves H and I. A project representative (John Bruno, project manager) and Alex Rudolph answered council questions about timing; staff said engineering approvals would precede construction and that work could begin as approvals and sales pace permit. Council noted the project will enable the start of an official bike path on Rich Road. The ordinance had its second reading and public hearing and was approved by roll call.

Grossman restaurant outdoor seating — Ordinance C05-25 (special use permit) Council approved Ordinance C05-25, granting a special use permit for outdoor seating at the Grossman restaurant, at an address given in the record as "3990 – 3911 Broadway" (transcript wording). Owner Doug Grossman described converting an existing storefront into a restaurant with outdoor seating; planning staff noted a stipulation on fence/bollard spacing (maximum 48 inches on center) and Grossman agreed to the stipulation. The ordinance had a second reading and public hearing and was approved by council.

Retail marijuana ordinance amendment — Ordinance C08-25 (first reading) Council held the first reading of Ordinance C08-25, an amendment to Section 1135.09 B12G9T of the codified ordinances titled "retail dispensing of medical and recreational marijuana." Council scheduled the second reading and public hearing for March 17, 2025. No final action was taken at this meeting (item is at first-reading stage).

Sidewalk assessments (annual program) — Ordinance C07-25 Council approved Ordinance C07-25 to levy special assessments for the city’s annual sidewalk program. Staff explained the program normally funds 50% of sidewalk improvement costs with homeowners responsible for the other 50%; the city historically appropriates about $600,000 annually toward the program. The ordinance had its second reading and public hearing and was approved by council.

Grove City Cares Healthcare Grant Pilot Program — Ordinance C09-25 (first reading) Council held the first reading for Ordinance C09-25 to create the Grove City Cares Healthcare Grant Pilot Program and appropriate $75,000. The ordinance had its first reading; the second reading and public hearing were scheduled for March 17, 2025.

Pinnacle Park tax exemption — Resolution CR0725 Council approved Resolution CR0725 authorizing the city to seek a tax exemption for property at Pinnacle Park. Staff explained the property currently generated approximately $30,000 per year in property taxes that the city was paying and that approval would align this site with other city-owned exempt property. The resolution had its reading and public hearing and passed by council vote.

Mayor’s court report Mayor Stage presented the mayor’s court report for February (transcript: "For the month of February 5150") and asked council to accept it. Council moved and seconded acceptance; the report was accepted by voice/roll call.
