Staff outlines Riverview 'entertainment district' concept; discussion to continue

What staff presented
Planning staff noted the area under consideration includes city-owned properties, River Walk improvements and a portion of Gloucester/Riverview connectors. Staff said the city would not abandon the street; instead the city would retain ownership and restrict vehicular access for most uses while allowing deliveries and emergency vehicles as needed.
Commission feedback and next steps
Commissioners and staff discussed whether the pedestrian conversion would be permanent or only for weekends and events. Staff said the idea had been floated to support downtown economic activity and could begin as limited-time closures before moving to a more permanent arrangement. Staff also said they were pursuing grant opportunities for music and arts programming to activate the space.
No formal action was taken. Staff said they will continue to develop the proposal, refine design standards (if needed), and return with more detailed options for the commission and council.
