Commission approves amendment allowing tire sales at 22303 Highway 6 with outside storage limits

The Manvel Planning & Zoning Commission voted unanimously (7–0) Monday to forward a recommendation to City Council to amend an existing Specific Use Permit (SUP) at 22303 Highway 6 to allow tire sales and installation (NAICS 441340) as an accessory function to an existing automotive repair business.
Staff said the tire sales would be a supporting function of the existing auto‑repair operation and noted the applicant will not display or store tires outdoors under the proposed conditions. Staff recommended approval with conditions restricting outdoor display and preserving conditions from the 2022 SUP.
During the public hearing the applicant’s attorney and the business representative said the facility has ample indoor space (about 5,000 square feet) and does not intend to accumulate piles of used tires outdoors. The applicant requested flexibility to advertise tire sales on signage and to display a small number of tires for marketing.
Commissioners and staff discussed how the city’s open‑storage and display rules apply. Staff read the ordinance language limiting open storage and display: such displays must be incidental to a commercial use on the same property, not located in required parking or landscaping areas, set back 25 feet from the front property line and 10 feet from side property lines, and heavy commercial districts are allowed different rules. To avoid a permanent outdoor storage situation, the commission amended the staff condition to prohibit outside storage and to allow a limited number of display tires during business hours.
The final recommendation forwarded to council included the SUP amendment with conditions that (1) no tires shall be stored outside the building, (2) all other conditions from the 2022 SUP remain in effect, and (3) outdoor display shall be limited to no more than eight tires during business hours and must conform to city sign, setback, landscaping and parking rules. The motion carried 7–0; the transcript does not record a named mover or seconder for the motion.
Staff will include the amended SUP language and the revised conditions in the ordinance forwarded to City Council.
