Newman council adopts 2025 California Building Standards (Title 24)
Summary

The Newman City Council on Sept. 23 adopted an ordinance amending Title 4 (building regulations) of the Newman Municipal Code to adopt by reference the 2025 edition of the California Code of Regulations, Title 24 (the California Building Standards Code).
City staff told the council the building code is updated on a three-year cycle and the 2025 edition contains 13 parts addressing public health, life safety and welfare in building design and construction. Staff highlighted new standalone provisions for the wildland-urban interface, expanded energy and green-code measures, and requirements encouraging electric-ready and EV-charging infrastructure in homes and commercial buildings.
No members of the public requested to speak during the public hearing. After the public hearing was closed, a council member moved to adopt the ordinance and a second was recorded; the motion carried 3-0 with two council members absent. The ordinance includes authorization for staff to publish a summary of the ordinance as required by local procedures.
City staff said the code updates are intended to reflect newer construction techniques and materials and to strengthen protections for life and property. The council did not make local amendments at the meeting beyond the adoption-by-reference action; staff will publish the summary and proceed with implementation steps listed in the ordinance.
