At its Sept. 23 meeting South Berwick’s Town Council handled a bundle of routine administrative items and scheduling decisions.
Minutes, warrants and appointments: The council approved minutes from the Sept. 9 regular meeting and a Sept. 16 special meeting (executive session), both by unanimous voice vote. It also voted 4–0 to sign the treasurer’s warrant dated Sept. 18, 2025, in the amount of $228,771.50.
Engagement letter for legal services: Council authorized the town manager to sign an engagement letter with the law firm Drummond and Whitson; the motion passed 4–0.
Scheduling and personnel policy workshop: The council scheduled a workshop to review the town’s updated employee handbook and personnel policy for Tuesday, Oct. 21, to be held at Town Hall. Staff described the handbook as a comprehensive update vetted by an HR consultant and the town’s legal counsel; the council will be asked later to repeal the existing Chapter 31 personnel ordinance and adopt the handbook as a policy for easier future updates.
Board interviews and appointments: The council scheduled interviews for board candidates (library board applicants and one other prospective appointee) for Oct. 14 in staggered slots; the council tabled one board appointment pending an interview.
General assistance ordinance and liquor license: The council set a public hearing for Oct. 14 to adopt recent state changes to General Assistance appendices as required by statute, and it approved renewal of the Stage House Inn liquor license and associated social club permit by unanimous voice votes; the council also waived an additional public hearing for the social club permit based on precedent.
Other process notes: Staff said the employee handbook will require repealing the current personnel ordinance and adopting the new policy; the handbook was described as legally vetted and intended to reduce town liability and simplify future updates.
