Advisory committee reports contract amendment and committee reorganization; approves June minutes

At the Sept. 18 meeting committee staff reported a Program 11 creative services contract amendment adding up to $95,000 (bringing the total to $539,726) funded from the commission's BHSA implementation allocation. The committee also approved the June 19, 2025 LEX minutes and noted a temporary merger of two advisory committees into a new CFC body.
Committee Chair Bontrager opened the Sept. 18 meeting of the Legislative & External Affairs Advisory Committee and confirmed a quorum.
Under announcements, staff reported a contract amendment for the commission’s Program 11 creative services agreement. The amendment increases the agreement allocation by up to $95,000, bringing the total from $440,726 to $539,726. Staff said $137,963 of the current agreement remains unexpended. The additional funds are drawn from the commission’s annual $100,000 allocation for BHSA implementation provided over three fiscal years beginning with FY 2024–25; staff said those dollars must be used specifically for BHSA implementation or they will be forfeited.
Staff also announced a temporary merger of the Client and Family Leadership Committee (CFLC) and the Cultural and Linguistic Competence Committee (CLCC) into a single, temporary advisory body to be called the Client, Family and Community Inclusion, Lived Experience, and Diversity Advisory Committee (CFC), to be chaired by Commissioner Chambers. Staff said the temporary merger is intended to align advisory work while the commission develops Innovation Partnership Fund priorities.
The committee approved the June 19, 2025 LEX committee meeting minutes. Commissioner Larson moved to approve the minutes; the motion passed on a roll-call vote with recorded ayes and no recorded noes. The meeting record shows the motion passed and minutes were approved.
Other announcements included scheduling notes: the commission’s budget and financial advisory committee met earlier that day, the program advisory committee would meet later the same afternoon, and staff said the commission hopes to schedule the three advisory committees regularly on the third Thursday of the month between full commission meetings.
