City Council adopts multiple resolutions, advances ordinances; consent agenda passes

The Saint Paul City Council on July 16 adopted a string of consent and legislative items, including a resolution recognizing July 2025 as Disability Pride Month, final adoption of ordinance 25-34 (technical corrections to the legislative code), and a range of park and event approvals.
Council President Naker opened the meeting and the council moved the consent agenda. After roll call the council adopted the consent agenda as amended; item 16 was withdrawn and item 19 was pulled for separate consideration. The council then unanimously adopted Resolution 25-1115 recognizing Disability Pride Month and honoring the mayor’s advisory committee for people with disabilities; members of the committee joined councilmembers for the reading and photographs.
The council gave final adoption to Ordinance 25-34 (omitting and updating multiple chapters of the legislative code to correct errors and clarify language). Staff clarified during discussion that the changes do not introduce new height limits for college campuses and that existing conditional-use permits continue to control campus building heights.
Several Parks and Recreation items were approved: the council authorized a $96,000 agreement with the Minnesota Department of Natural Resources to restore 23 acres of native woodland habitat at Sweet Hollow Park and approved a $382,427 increase to the department’s 2025 budget using parkland dedication fund balance. The council also approved multiple event-related sound variance applications, including for the Minnesota Children’s Museum, Ka Vang, Chris Benz (Como Midway Picnic Pavilion), Saint George Greek Orthodox Church and Great River Passage Conservancy.
Legislative hearing consent items 30 through 57 were adopted as amended. One legislative hearing item (an appeal related to vacant building registration at 767 University Avenue West, RLH VBR 205-20) was continued to July 23 at the request of staff because a plumbing permit had not been filed.
Not all matters were decided: Ordinance 25-41 (an amendment to chapter 33.04 to require a 10% pre-application plan-review payment for reviews over $1,000) received a staff report and council questions and was laid over to July 23 for a public hearing and second reading. The proposed amendments to chapter 375 regarding pedicab operations (Item 22) were the subject of public comment and the public hearing was closed and the ordinance laid over for final adoption on July 23.
The meeting closed with brief ward announcements about community events, including Rondo Days and neighborhood activities, and adjourned.
