Council renews Stantec agreements for DWSRF engineering and EQ-basin operations; staff says will consider bidding in future

The Wayne City Council on June 17 approved two professional services agreements with Stantec, both to support ongoing water and stormwater work. The council approved:
- a professional-engineer services agreement with Stantec (Ann Arbor) for Drinking Water State Revolving Fund (DWSRF) work from May 2025 through December 2025 for an amount not to exceed $200,000 (to be paid from the Drinking Water State Revolving Fund); and
- a professional services agreement with Stantec for operation and maintenance of the city's equalization (EQ) basin and annual stormwater management services required by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), from July 1, 2025, through June 30, 2026, for $49,900 to be paid from the water and sewer fund.
Staff said Stantec provides inspection, field presence, monthly reporting and assistance with reimbursement paperwork. The presenter noted the city has used Stantec for many years (one speaker said 28 years) and recommended continuing the relationship for the short term; the presenter also told council that staff will consider going out to bid in future procurement cycles to test market competitiveness.
Why it matters: Stantec’s services help the city meet state reimbursement and permit requirements for drinking-water projects and for EGLE-mandated stormwater operations. The EQ-basin contract covers weekly operation and maintenance checks, pump testing, generator checks and MS4 permit support.
Council action: The council moved and approved both agreements by voice vote. Council members asked whether the city should seek competitive bids in the future; staff said familiarity and short turnaround favored continuation now but that a future bid process will be considered.
Ending: The motions passed by voice vote. Staff will continue to work with Stantec and will evaluate competitive procurement for future terms.
