Council approves municipal/community credit interlocal with Nankin Transit and $21,000 annual subsidy

The Wayne City Council on June 17 approved an interlocal agreement to forward municipal and community credits to Nankin Transit under the SMART framework and approved a general-fund subsidy of $21,000 annually to support transit service in the city.
Jim Reidner and a Nankin Transit representative explained that municipal credits are population-based allocations that every Michigan municipality receives for transportation support and that community credits derive from SMART millage receipts. The agreement being approved aggregates municipal and community credit handling for participating communities so they do not have to reauthorize credits each year; the contract will remain in effect in perpetuity unless a community gives 90 days’ notice to withdraw.
The $21,000 amount represents the city's annual subsidy portion to Nankin Transit and will be paid from the Nankin Transit Commission Fund, staff said. Nankin Transit serves Wayne and neighboring communities including Westland, Inkster, Garden City and Canton Township.
Why it matters: The interlocal agreement simplifies the annual processing of municipal/community credits and maintains Nankin Transit service for Wayne residents. City leaders asked how a potential countywide transit vote might affect credits and were told the agreement does not change any opt-out statuses; municipalities that opt out of SMART do not receive community credits until they opt in.
Council action: The council moved and approved the interlocal agreement and the associated general-fund subsidy by voice vote after questions from council members; staff and the Nankin Transit representative said the contract along with the annual subsidy will continue unless the city elects to withdraw with 90 days’ notice.
