Council approves change order to extend All Seasons contract for lead service replacements; city reports 648 lines replaced to date

The Wayne City Council approved change order No. 2 on June 17 to extend the All Seasons contract for the 2024 lead water service replacement project through Dec. 19, 2025. The change order also rebalanced line-item funding and increased the contract by $10 to account for rounding in reallocated restoration line items, staff said.

City staff reported that All Seasons has replaced 648 private lead service lines to date and that about 80 known lead lines remain in the city, though staff said crews continue to find additional lines as work proceeds. The work includes excavation at the meter setting and, when needed after inspection, replacement at the curb stop and corporation stop per state inspection standards.

Staff explained the $10 net increase resulted from shifting unused restoration funds (for example, money previously budgeted for 8-inch concrete roadway replacement not used because crews repaired driveways and sidewalks instead) and rebalancing those amounts into the active line items for restorations. "I just wanted to be very transparent about that number with everybody," the presenter said.

Why it matters: The program is part of the city’s effort to remove lead service lines from private property and public connection points; the replacement work reduces exposure risk to drinking water at affected residences.

Council action: The council voted to approve the change order and contract extension; the presenter said the contractor has been performing well and staff recommended extending the term to complete remaining work.

Ending: The motion carried by voice vote. Staff said they will continue inspections, hydro-excavations and replacements as they identify additional lead services and will update the council on project progress.
