City staff said the project was designed in-house by the city's engineering staff in coordination with the Department of Public Works and covers the full segment of Courier Street from Moore Street to William Street, just west of Wayne Road. "Construction is slated to be completed contractually by August 25 prior to school starting," the staff presenter said, noting the contractor must provide bonds and is expected to start work within two to three weeks after approvals.
Bids received were read into the record; Absolute Quality Inc. submitted the low bid of $510,056.50, followed by Spring Line Excavation ($532,742), Main Street Contracting ($533,900), Adia Concrete ($595,150.50) and others. Staff stated the low bid is within 10% of the project's engineer's estimate and said references for the low bidder were checked by the city's engineer, Kevin Hardy.
Why it matters: The project includes both water-main replacement and full roadway reconstruction for the Courier Street corridor, and the August completion target is intended to avoid disruption when schools reopen.
