Council authorizes bidding on $1.5 million loan for water and sewer work tied to Exit 3040 development

The Winfield City Council on July 15 discussed and approved authorizing bids for a $1.5 million loan to fund phase 1 of a water and sewer infrastructure project serving land near Exit 3040.

Council members described a larger, multi-phase plan with a rough total estimate discussed at about $10.7 million. The plan proposed splitting the work into two phases so the city would borrow $1.5 million now to complete initial work on the side of the interstate that would immediately serve upcoming projects and install larger pumps; a second phase, estimated around $1.2 million in the discussion, would follow later and could be targeted for grant funding.

Speakers said the city needs to act quickly to lock in interest rates and to have infrastructure ready for anticipated development along the interstate corridor; staff estimated pumps could take about 18 months to arrive. Council discussed loan terms and repayment scenarios and debated the appropriate loan length; staff said lenders were projecting short-term interest-rate volatility and recommended obligating funding now to avoid a higher rate later. The council voted to authorize staff to solicit bids for a $1.5 million loan and to put the borrowing out for bid.

The motion to solicit bids was made and approved on a voice vote with the council chair calling for "all in favor." Council members said staff will work with the water department and engineers on grant applications and coordination for the second phase.
