The Stillwater Area Public Schools board unanimously approved several routine and financial items at the meeting, including agenda and consent approvals, a resolution enabling access to voter-approved bonds and updates to multiple employee contract terms.
The board first approved the night's agenda and the consent agenda (items A through G) by voice vote; both motions passed without recorded opposition.
On a roll-call vote, the board passed a resolution authorizing steps needed to access proceeds from the voter-approved 2023 bond referendum and to provide for up to $15,000,000 in long-term facilities revenue as part of the district's financing plan for 2026 general obligation (GO) school building and facilities maintenance bonds. Joan conducted a roll-call for that resolution; the transcript records "Yes" votes from Director Gerspich, Director Hocker, Director Kilsenberg, Director Lauer, Director Parker, Director Zielander and Chair Sherman. "Resolution passes unanimously," Chair Sherman said.
The superintendent presented the financing item as procedural: the district has $175,000,000 of voter-approved bonds, has sold a portion already and is seeking board approval to access remaining proceeds; administration indicated it might not need the full $15,000,000 and that final levy and preliminary figures will be presented in September.
The board also approved updates to terms and conditions for three employee groups as presented by Chris Carlson. Highlights included a district contribution to insurance renewal increases, a 50/50 split of the paid family and medical leave premium starting in January, elimination of short-term disability when that paid leave takes effect, and step advancement plus 2% on salary schedules in both years consistent with board parameters. The three approved groups were:
- Coordinators, supervisors and specialists terms and conditions (approved by motion and voice vote). - Technical support terms and conditions, covering 85 employees (approved by motion and voice vote). - Directors, managers and program administrators terms and conditions (approved by motion and voice vote).
All three motions passed unanimously on voice votes without additional roll-call details.
No amendments or substantive debate accompanied these motions beyond procedural questions and a request for details on how many employees were covered by the technical support agreement ("85 members," Chris Carlson said).
Outcome summary: all listed motions passed; the bond resolution was adopted by roll-call with all board members recorded as voting yes.
