Board approves 10-year facilities maintenance plan; staff update on solar and parking projects
Summary
The board approved a 10-year facilities maintenance plan after staff said LTFM revenue this year (about $800,000–$850,000) did not fully cover approximately $1.2 million in maintenance projects.

The Grand Rapids board voted to approve the district's 10-year long-term facilities maintenance (LTFM) plan at the July meeting.
Kara, who presented the plan, explained the LTFM revenue formula: state distributions use per-student multipliers and a building-age factor. She said the district's average building age has dropped after selling or demolishing older buildings and adding new construction, which reduced calculated LTFM revenue. Kara told the board the district collected roughly $800,000–$850,000 in LTFM-related revenue this year but spent about $1.2 million on projects including roofing, drawing down fund balance to cover the gap. She said a recent legislative change now allows districts to do some projects without borrowing against LTFM revenue.
On a motion by Tom with a second by Melissa, the board approved the 10-year facilities maintenance plan by voice vote.
Separately, the superintendent and board members provided project updates. The RGEMS (RJEMS) parking lot project is wrapping up faster than scheduled, and the district's solar-project manager reported geotechnical work and racking orders are next steps; the project manager estimated construction could start in about six weeks. Board members discussed outreach and communication needs tied to construction-related traffic and parking changes at Argem/RGEMS, and staff said they will prepare informational materials and consider aerial or drone video to help the community understand new traffic patterns.
The facilities plan approval was a single motion; board members did not specify additional allocations beyond the plan in the meeting.
