Board issues contingent award for Road 2 reconstruction; $5.94 million bid by OMG Midwest

The Stearns County Board approved a contingent award to OMG Midwest for the federally funded Road 2 reconstruction project (SP 70 360 250) after hearing from County Highway Engineer Jody Teich.
Teich told the board the project would reconstruct Road 2 from the Sauk River south of Coal Spring to County Road 165 and that bids opened June 26. The apparent low bid from OMG Midwest was $5,941,638.07, about 5.7% over the engineer’s estimate. Because the contract exceeds $5 million, MnDOT’s Office of Civil Rights must concur before the county makes a final award; OMG Midwest has submitted required disadvantaged business enterprise documentation and a workforce plan, Teich said.
Teich said delays in earlier permitting, including a U.S. Army Corps of Engineers permit, shifted the bid schedule and likely contributed to the higher bid. She asked the board for a contingent award so construction could begin promptly once federal concurrence arrives. Commissioner Notch moved the contingent award; Commissioner Persky seconded. The motion carried by unanimous voice vote.
The county noted it will still require the Office of Civil Rights' concurrence and that the contingent award becomes effective on the date of that concurrence. The highway department plans to budget related consultant and compliance costs in its annual budget cycle.
