Resident says ticketed for vehicle tabs he cannot obtain; staff to follow up

Raymond Tudorowal of Rosemont told the Lakeville City Council during the public-comment period on July 20 that he received a ticket from city code enforcement related to vehicle tabs but cannot obtain new tabs because his vehicle lacks insurance.
"I've gotten a ticket in the mail from Liz Stockman. I've talked to her about it, and she said, well, you can just go down and get them from the Lakeville DMV. I've been down there. They said we can't give you it because you don't have insurance on it," Tudorowal said.
Tudorowal asked whether the city could provide a temporary parking permit or other accommodation while he resolves the insurance issue. He told the council the vehicle is a spare and that he wishes to remain compliant.
A city staff member asked Tudorowal to leave his contact information and said staff would follow up directly. "If you could leave your name and phone and email there with our staff, we'll follow-up with you directly," the staff member said.
Council members did not take formal action during the meeting on Tudorowal's request. The exchange occurred during the public-comment portion of the agenda and was limited to a staff commitment to follow up with the resident about his options.
The transcript records Tudorowal describing past complaints by neighbors and asking about a temporary shelter to conceal parts while he worked on the vehicle; staff again said they would follow up. No citation to a particular city code or ordinance was given on the record, and the resident indicated that the motor-vehicle insurance requirement prevented him from obtaining tabs at the Lakeville DMV.
