As one concrete change, Swart said the applicant agreed to extend the eastbound right‑turn lane into the development by approximately 300 feet; other details will be addressed during construction plan review.

Dennis Murphy, attorney for the applicant, confirmed the applicant met with staff and FDOT and “worked out some language” and said the applicant is prepared to return under the re‑noticed quasi‑judicial hearing process.
Council action
The council moved to reconsider P23‑159 for the limited purpose of reopening the quasi‑judicial public hearing to consider FDOT’s new evidence and recommendations. The council then voted to continue second reading to July 28, 2025 and instructed the city clerk to re‑notice the matter as a quasi‑judicial public hearing. The motions carried unanimously.
