Council begins review of board appointment rules, term limits and conduct standards

Councilman Powers presented a package of proposed changes to the city’s board appointment and governance processes and the council discussed a range of ideas including automatic reappointments, term limits, single-board service at a time, ward-based appointments for some boards, attendance standards and a code of conduct for advisory boards.
Why it matters: Boards and committees advise the city on planning, historic preservation and other matters; how members are appointed, removed or limited affects public participation, board functionality and confidence in local government.
Powers asked that reappointments be automatic for members who wish to continue provided they have served without misconduct, and recommended two-term limits (with council determining the length). Several council members objected to automatic reappointment because it could deny opportunities for new applicants; others supported term limits and agreed on the value of standardized appointment procedures across boards. Council members discussed a two- or three-term cap, whether members should be restricted to serving on a single board at a time, and whether there should be a waiting period before a former board member could join a different board.
Attendance and quorum issues arose: council members discussed adding a policy provision that flags members who miss a number of consecutive meetings (several suggested two or three consecutive absences) so the council can review their service; some boards have struggled to reach quorums where members do not attend regularly. Council members proposed clarifying residency requirements (some boards currently require city residency, others permit county residents or property owners) and recommended staff map which boards are established by ordinance and which are in the UDC so changes can be drafted in the correct code sections.
Council agreed to set a deadline for written comments from councilmembers and asked staff to circulate those comments and proposed draft language before the next work session. Staff will compile council input, identify required ordinance or UDC changes and return the item for further review as old business at the next meeting.
No final ordinance changes were adopted; councilmembers emphasized public outreach, clear attendance standards and consistency across boards as goals for the drafting process.
