Jonesboro planning commission approves sidewalk-in-lieu payment for MLK Drive parcel; earlier Parker Road request withdrawn

The payment covers 50.5 square yards of sidewalk at a rate of $68.78 per square yard, as shown in the applicant’s submission. Woodrow Bird spoke for Bluebird Rentals LLC, the property owner, when the item was presented to the commission.
Why it matters: the in-lieu payment allows a developer to fund sidewalks elsewhere or into a sidewalk fund instead of constructing frontage sidewalk at the property, a common alternative in the city’s site-development process.
City staff told commissioners the $68.78 rate for the MLK Drive request used an actual bid for a highway project specific to that location rather than the weighted annual average used in some other calculations. Commissioners queried the difference with an earlier, tabled sidewalk-in-lieu item at 1625 West Parker Road that showed a $115-per-square-yard estimate; staff explained the higher figure had been an estimate and the MLK Drive figure reflected a project-specific bid.
The commission first moved to untable the 1625 West Parker Road sidewalk-in-lieu item so action could be taken; the applicant later withdrew that request. “That item has been withdrawn,” the commission chair said during the meeting.
Action taken: a motion to approve the MLK Drive payment carried after a second and a voice/voting button roll call.
Procedural note: the meeting record shows the commission handled the Parker Road item first (untabling and withdrawal) and then took up the payment for the MLK Drive parcels.
