Coupeville council authorizes $540,000 contract to upgrade utility telemetry

The Coupeville Town Council on July 22 authorized Mayor to sign a $540,000 contract with Quality Control Corporation (QCC) to upgrade the town’s telemetry and supervisory control and data acquisition (SCADA) systems.
The contract will fund replacement of proprietary, decades‑old electronics that currently link the water plant, sewer plant, wells and lift stations and that staff say only the original vendor could service. The town described the work as the final phase of a multi‑year telemetry upgrade and said the expense is fully budgeted.
Council member Jackie made the motion to authorize the mayor to sign the agreement; Jenny seconded it. The motion passed unanimously.
Town staff described telemetry in simple terms as the equipment and software that allow utility facilities to “talk” to each other and to send alarms to staff off site. Officials said the upgrade will restore broader remote control and alarm‑response capability that the town lacks with the old, proprietary system.
Public works staff answered council questions during the discussion and said the current system was installed more than 30 years ago and is no longer maintainable by multiple vendors. The replacement is intended to modernize monitoring, allow quicker remote adjustments and reduce single‑vendor dependency.
Councilors noted contract language updates to the template agreement (insurance and termination clauses) and that the project has been discussed previously by the Utility Advisory Committee.
The contract amount and the financing source were included in the council packet; staff told the council the expense is budgeted. No additional fiscal actions were taken during the meeting.
Council members did not identify any amendments to the motion; the vote was taken by voice and the motion passed unanimously.
The town will return any final contract documents to council for ratification if required by town procedure.
