Georgetown Council approves annexation of 147.3 acres, future mobility plan amendment, and West Haven PID assessment roll

The City of Georgetown City Council on July 22 approved multiple ordinances and administrative items, including an annexation ordinance for roughly 147.3 acres, an amendment to the city's future mobility plan to extend Parma Ranch Boulevard, and the annual service-plan update and assessment roll for the Parks at West Haven Public Improvement District.
On item 6A the council considered and adopted an ordinance described on the record as extending the city's boundary limits and initial zoning designation for approximately 147.3 acres in the Antonio Meshaca survey and portions of right of way on County Road 142, with planned unit development base zoning of industrial (IN) and general commercial (C3). The mayor opened the public hearing; no members of the public signed up to speak, the hearing was closed and the council voted to approve the ordinance unanimously.
Council also approved an amendment to the future mobility plan to add the extension of Parma Ranch Boulevard from Williams Drive to Ronald Reagan Boulevard, via a first-reading motion that carried without dissent. Staff described the action as an update to the functional transportation plan and as being taken under the city charter's planning provisions.
The council authorized the annual service-plan update and assessment roll for the Parks at West Haven Public Improvement District, a state-required update under the Public Improvement District Act (chapter 372, Texas Local Government Code). Andrea Barnes, PID administrator with P3 Works, told council the PID was established in 2021 and includes 401 residential lots and one commercial lot (the latter still owned by the developer), roughly 16.24 acres of parkland and 17.56 acres of open space. Barnes said all 401 homes have been constructed and sold to end users. The assessments due Jan. 31 that will be added to the county billing total $609,961.30; staff noted the PID assessment is included with Williamson County property tax bills but is not itself a tax.
All motions were approved on voice vote with no recorded dissents. Council scheduled second readings where required and will return ordinances for final action on the published schedule.
