Commission defers decision on window replacements at 620 North Arthur Ashe Blvd., urges repair-first approach

The commission deferred a proposal to replace 11 upper‑floor windows at 620 North Arthur Ashe Boulevard after staff said the submission lacked sufficient detail to justify wholesale replacement of historic windows.

Alex (staff) reviewed the application and said many of the issues identified by the applicant — noise reduction, energy efficiency and some operational failures — can be addressed by repairs, weatherstripping, storm windows, or partial sash work rather than full replacement. Staff offered a staged approach: repair the windows, consider interior or exterior storms for efficiency and noise, and pursue replacement only where an element is missing or beyond repair.

John Goble, a design consultant with Renewal by Andersen, explained the company's proposed insert replacement approach that would leave the historic frames and casings intact while replacing the operating sash to improve operation and efficiency. He noted a technical challenge in matching arched or Palladian upper lights and described a "reverse cottage" sash option to maintain the arched look while providing operable units.

Commissioners pressed the applicant for more documentation on which windows are beyond repair, the timing of the prior Second‑Floor replacement, and fire‑egress implications for the front windows. Several commissioners emphasized that historic windows are routinely repairable and recommended deferral so the applicant can work with Renewal by Andersen and staff to provide more detailed replication drawings and evidence supporting replacement for specific windows.

A motion to defer the item passed on a roll call vote.
