Wylie — The Wylie City Council on July 22 approved a preliminary plat for the Sand In Heaven addition, a 5.522‑acre subdivision that will create 12 single‑family residential lots and one open‑space lot at the northwest corner of CNN Boulevard and Brown Street.
City planning staff member Mr. Haskins told the council the property is currently zoned “SF 1024” and that the applicant had requested variances related to property constraints and floodplain encroachment. Haskins said the variances had been approved by the Zoning Board of Adjustment.
Council members asked staff to note multiple utility easements on the property and to ensure construction designs account for those easements. Staff also confirmed each lot could still meet the required 2,400 square‑foot minimum building footprint even with the utility easements in place.
Councilman David R. Duke moved to approve the preliminary plat; the motion was seconded by Councilman Sid Hoover. The council vote was 6–0 in favor.
No conditions or special amendments to the plat were recorded in the public discussion during the meeting.
The plat approval was taken from the consent agenda after members pulled the item for separate consideration.
