The Garland City Council on July 22 approved a specific-use provision (SUP) and concept plan allowing continued operation of fuel pumps and a convenience store at 1401 Beltline Road. The vote was 8–1, with Mayor Pro Tem Luck recorded in opposition.
Staff presented the site history: the convenience store and four double-sided pumps have served the community for about 40 years. The location previously held a 20-year SUP granted in 2003 that expired in 2023. Staff recommended a five‑year SUP to ensure required landscaping is installed and maintained — because planned landscaping is tied to a separate “bottleneck improvement” roadway project with a potential start in 2026 and completion by the second quarter of 2027 — and because staff expected limited mechanisms to enforce landscaping beyond a short SUP window.
Councilmember Thomas, who said he regularly passes the site and had not observed problems there, moved to approve a 20-year SUP; Councilmember Bass seconded. Thomas argued the long‑standing, problem‑free operation merited the full term. “They've been there for 41 years. They haven't had any problems,” Thomas said. The motion carried 8–1.
The site is roughly 0.76 acres with a convenience store of about 1,900 square feet and a small, nonoperational car wash of about 600 square feet, which would require an SUP to operate again. Staff reported receiving three response letters in support (one from within the notification area and two from outside). The council’s approval restores a multi‑decade SUP for the pumps but leaves the landscaping timing tied to the bottleneck improvement project schedule; staff advised the landscaping may not be installed until late 2027 depending on project timing.
The applicant was not present at the meeting. The council motion directs planning staff to proceed with the SUP as approved; any required follow-up for landscaping or code compliance will proceed through development services and code-enforcement channels.
