Garland council approves nearly $13 million contract for senior activity center construction

The Garland City Council on July 22 approved a construction services contract for the Garland Senior Activity Center totaling just under $13,000,000, with all alternates included and an allowance to design and build a future veterans memorial.
The contract is the final major project in the city’s 2019 bond program and, according to project staff, is expected to begin in August with an anticipated completion date in September. The item was returned to the council from the consent agenda for separate consideration and passed unanimously.
City project management director Michael Buckler said the contract price covers the direct construction work and that the overall program budget also includes design fees, furniture, fixtures, equipment, information-technology components and other nonconstruction costs. “That is an all‑in number for the entire program itself… the amount being put forth tonight is just for the direct cost of work to construct it, not the designer, not the IT components, not cameras, not furniture,” Buckler said.
A longtime Garland resident, Bob Duckworth, told the council he appreciated the item moving forward but said he was disappointed no rendering had been shown at the meeting. Duckworth also pointed to apparent discrepancies between figures in the purchase report and the bid tabulation; staff answered that the larger program total accounts for items beyond direct construction and therefore differs from the construction contract amount.
Councilmember Thomas moved to approve item 3I; Councilmember Dutton seconded. The motion passed unanimously. No amendments were offered. The contract includes alternates in the base scope and sets aside an allowance for a veterans memorial to be designed and constructed under the same contract.
The project team noted a fast schedule and public interest in the center; councilmembers suggested the project could be a topic for upcoming constituent town halls. The manager and project staff will proceed with contract execution and preconstruction activities under the council’s authorization.
