Applicants for secondhand-dealer license win committee's favorable recommendation

Mark Decambra and Justin Williamson, founders of Side Quest Complete LLC, told the Committee on Appointments and Briefings on July 22, 2025, they plan to open a secondhand goods store at 127 West Rodney French Boulevard and asked for waiver of the city's residency requirement under Section 15-38 of the New Bedford City Code.
Decambra said the shop will buy and sell toys, games, cards and similar small items and that most merchandise would be carried in by hand. He said the business will begin with the two owners and initially operate on weekends to build customer traffic.
Councilors asked about loading and parking on West Rodney French Boulevard. A councilor suggested the applicants use the mill's loading dock for deliveries and keep weekend hours to match other tenants in the mill. Decambra said he expected mostly hand-carried items and minimal large deliveries.
Councilor Ryan Perera moved to place the petitions on file and forward a favorable recommendation to the full City Council; Councilor Sean Oliver seconded. The committee voted in favor. The applicants were told the item will be heard by the New Bedford City Council at its Aug. 21 meeting.
The committee's action was limited to a recommendation; final licensing and any conditions on parking, deliveries or hours will be decided by the full council or licensing authority.
