Melissa (city staff) briefed the board that the city received 11 proposals for the project and that a panel of city staff—including recreation and engineering personnel—rated submissions on past work, staff quality, project approach and cost. "Project cost is a factor, it is not the main determining factor," Melissa said, and added that Damon Farber’s proposal was mid-range in price while offering a local partnership with Kale Engineering, which has worked on prior city bike-and-ped projects.
Board members asked questions about scope and background; no substantive opposition was raised. Steve Johnson moved to approve the recommendation and Eric Hummer seconded. The motion passed unanimously. The contract amount was referenced as "the project amount noted" in staff materials but was not stated aloud during the meeting.
Staff noted the plan will cover on-road and off-road signage, and will connect city trails, county trails and state-managed segments such as the Glacial Drumlin Trail. The board's recommendation will be forwarded to the Common Council for final action.
