Council approves up to $12 million bond for Evansville Vanderburgh Public Library Red Bank project

The Evansville Common Council on July 14 unanimously adopted Resolution C2025-22, authorizing the Evansville Vanderburgh Public Library (EVPL) to issue bonds of up to $12,000,000 to finance a renovation or rebuild of the Red Bank branch.
Heather O'Grady, representing EVPL, told the council the library expects to start ground renovation at the Oakland branch in three weeks and that the Red Bank project is intended to bring that branch to the system’s regional standard of approximately 20,000 square feet. "The bond amount is up to $12,000,000," O'Grady said, noting library leadership continued to discuss whether to renovate or rebuild on the existing site; the library recently purchased adjacent land to create a continuous property that would allow redevelopment in place.
O'Grady said the library's intent is to raise Red Bank to the regional location standard without increasing the bond interest redemption fund rate. She described the project as part of the EVPL facilities master plan adopted in 2021 and said Red Bank is currently undersized relative to other regional branches.
Councilors asked no substantive follow-up questions at the meeting. The council took a roll-call vote and declared Resolution C2025-22 adopted by a 9-0 vote.
