Planner Alexis presented the application, noting the site is listed as Local Retail (LR) in an accompanying zone-change process currently before city council for second reading. Staff reported the business would occupy about 2,351 square feet, with a 208-square-foot service area for on-premises tasting, and recommended approval. No objections were received from notified neighbors.
Applicant Tyler Snelson, who identified himself as a Court of Master Sommeliers-certified sommelier, told the commission the operation will focus on wine consulting and education rather than a bar. "I'm going to utilize my certification as more of like a wine consultant, wine educator," Snelson said, adding private clients will schedule visits and that on-premises tastings would be limited to educational contexts. He told the panel the serviceable office footprint subject to TABC rules would be small and that the building provides about eight parking spaces, including one accessible stall.
Commissioners raised parking and use-change questions. Staff explained that parking calculations typically apply when a new building is constructed or when a use adds floor area; a change of use without structural expansion often does not trigger additional parking requirements. Commissioners also confirmed the LR zoning referenced in staff comments was contingent on city council's second reading; staff said if council adopts the ordinance the next day the LR designation will be in effect.
Commissioner Cysniak moved to approve the specific-use designation; Commissioner O'Field seconded. The motion carried, 5-0. The permit allows on-premises sales subject to any state alcohol regulations enforced by the Texas Alcoholic Beverage Commission and to any city permits and inspections required for occupancy and operation.
