Planning commission approves rezoning to allow urgent care at Bill Parkway and Thomason Drive

The Midland Planning and Zoning Commission voted 5-0 to approve a zone change that will allow an urgent care to operate in a retail space at the southeast corner of Bill Parkway and Thomason Drive.
Staff told the commission the request, filed by Grama Consulting on behalf of Lori Hahn Sherman, would change the property from Plan Development (PD) intended for housing to LR, Local Retail, for Lot 1, Block 104A Wilshire Park Addition. Planner Spethris Cozada said the subject parcel is currently vacant and is bordered by single-family dwellings, multifamily development and a medical office. Staff recommended approval and reported no objections from notified neighbors.
The change is intended to permit an urgent-care operator to locate in a retail shop footprint on the roughly 2.5-acre site, according to the city’s GIS measurement cited during the discussion. No members of the public spoke for or against the request during the public hearing. Commissioner O'Field moved to approve; Commissioner Martin seconded. The motion carried, 5-0.
By approving the LR designation, the commission cleared a zoning barrier that staff said had prevented retail uses at that location. The commission’s action was limited to the rezoning; any future building permits, site-plan approvals or business licensing would follow the city’s standard review and permitting processes.
The record shows staff's recommendation referenced the Tall City Tomorrow comprehensive plan’s land-use designations and noted the parcel’s surrounding context. The commission closed the public hearing with no public comments and approved the ordinance change on the motion noted above.
