Southaven moves to transfer water certificate area to city pending PSC approval

The Southaven Board of Aldermen authorized an agreement with the Nesbitt Water Association to reassign a portion of Nesbitt’s certificate area inside Southaven’s corporate limits so the city will provide water service to those areas after approval by the Mississippi Public Service Commission (PSC) and final approval by Nesbitt.
City staff explained that the affected area runs roughly from I-55 east to Getwell Road, including portions near Star Landing Road and Magnolia Glen subdivision adjacent to Sweeney Road. Under the agreement, Nesbitt Water would be released from its certificate for specified parcels and Southaven would assume water service for those parcels. Nesbitt would continue to collect sewer fees for customers in the area at $1.75 per meter per month.
The agreement is contingent on formal PSC approval and on Nesbitt Water’s final signoff. The city’s presentation said the change should streamline service responsibilities where both utilities currently have infrastructure in the overlapping area.
Alderman Payne moved the motion and Alderman Hoots seconded; roll call recorded approval. The city recommended the mayor be authorized to sign the agreement after the PSC and Nesbitt approvals.
Ending: The board voted to authorize the mayor to sign the agreement, subject to PSC approval and Nesbitt Water’s final authorization; the item will become effective when the PSC completes the certificate transfer process.
