Gilliam County Court obligates $420,000 in economic development grants; approves personnel step-date adjustments

The Gilliam County Court on July 16 in Arlington committed county economic development funds to three cities, approved a personnel letter of agreement and adopted a resolution setting step‑increase dates for elected officials.
The court voted to obligate the following funds from the county’s economic development account: $200,000 for the City of Arlington, $200,000 for the City of Condon and $20,000 for the City of Lonerock. County staff said the money would come from the economic enhancement fund; staff noted the fund generates about $5 million annually and that unappropriated balances are available for projects. Anxieties about timing prompted the court to prioritize quick execution and to use a grant agreement with conditions and reporting requirements rather than a broad intergovernmental agreement (IGA).
County counsel had recommended structuring the county contribution as a conditional grant to limit ongoing county liability and to include the IGA’s project conditions in the grant agreement. The court directed staff to prepare grant agreements reflecting those conditions and to send them to the cities; staff said the county would try to deliver the agreements in time for the cities’ next council meetings.
The court also approved a letter of agreement (LOA) with represented employees amending the effective dates for step increases and adopted Resolution R‑2025‑11 to align step dates for elected officials and other non‑represented positions. Brooklyn (county staff) told the court the LOA had been circulated and reviewed and that the paperwork presented at the meeting completed the process begun at earlier sessions.
The court approved the consent agenda (minutes and several intergovernmental agreements included in the packet) with one requested amendment to the grant amount language in the operational support section.
