Copeland Middle School committee approves invoices, change orders and $200,000 subgrade work; budget remains under projection

The Town of Norwood Copeland Middle School Building Committee on July 14 approved the June invoice package, multiple change orders and a $200,000 authorization to begin subgrade work for an outdoor classroom and play area.
Committee members voted unanimously to approve the invoice package for June totaling $2,665,000.48, which included monthly on-site management by Vertex, Verizon phone charges, and a large monthly invoice from W.T. Rich. The committee also approved a $10,098 amendment to the moving and storage contract and a separate change order (number 21) for $50,523 after discussion about recent proposal credit and additions.
The committee received a budget update showing a total project budget of $147,900,000, with $137,300,000 committed to contracts and about $117,000,000 in invoices paid to date. The project team reported the account is tracking roughly $12,000,000 under budget at this time. Reimbursement requests covering March through May have been submitted to the Massachusetts School Building Authority (MSBA); of $116,900,000 submitted costs, $70,700,000 has been deemed eligible and about $39,000,000 has been reimbursed to the town under reimbursement request number 41.
Project controls staff summarized pending proposed change orders (PCOs), which currently represent about 2.4 percent of the project value. The PCO log includes a mix of credits and additions: tree screening that resulted in no-cost changes; a credit of $7,194 to remove an unused irrigation quick coupler; additions including $4,596 for a hot water connection at kitchen dishwashers and $9,059 to dedicate the nurse’s suite to Jill Driscoll; smaller sign and security items; and a $26,547 license upgrade to camera servers so the new system will interoperate with townwide camera infrastructure. The committee was told the net total shown in the presentation for that batch of PCOs was $2,154,659 before adjustments; the specific voted change order (number 21) was finalized at $50,523.
On the outdoor classroom and play area, WT Rich provided a bid package that trended north of $500,000. Because much of the disruptive excavation work must be completed before school starts, WT Rich requested authorization to proceed with the subgrade work (asphalt pad and below) now for $200,000. Committee members discussed that the $200,000 commitment would not obligate the town to the full scope beyond the subgrade work. The committee approved the $200,000 authorization by roll call vote, 8-0.
On-site updates included demolition completion of the old school, landscaping finished for Phase 1, ongoing technology and FF&E installations, excavation and drainage work for the new turf field, and a gym-floor replacement that is on schedule for early to mid-August completion. Traffic patterns around the new school will be one-way when finished; buses will enter and cut to the front door and parent drop-off will circulate the rear loop.
All formal votes recorded at the meeting passed unanimously. The committee scheduled an August 11 site visit at 4:00 p.m. with a formal meeting at 5:00 p.m. at the W.T. Rich trailer, and discussed holding the September meeting in the new school after turnover if practical.
