Policy committee revises HIB procedures and tightens residency tuition rules; board approves postnatal accommodations policies

At its May meeting the policy committee reviewed proposed revisions to the district's harassment, intimidation and bullying (HIB) policy, considered changes to the resident/nonresident eligibility rule and presented three postnatal-accommodation policies for second reading and approval.

HIB policy revisions

The revised HIB policy integrates required language from the State's uniform memorandum of agreement between education and law-enforcement officials. The changes clarify coordination between school investigations and law-enforcement actions and add language encouraging prioritization of restorative-justice practices when appropriate.

The committee considered two options for initial handling of HIB reports: (1) investigate all reports, or (2) have principals and the anti-bullying specialist screen reports to determine whether a formal HIB investigation is warranted. The committee recommended option 1: investigate all reports. Reasons cited included a relatively high HIB confirmation rate, the complexity of incidents that may not be obvious at initial screening, and the need to ensure necessary documentation is collected should legal action follow.

Residency and tuition policy changes

The policy committee recommended changes to policy 5111 (eligibility of resident and nonresident students). Key clarifications include:

- Children whose families move into the district may be permitted to attend for a limited period (committee recommended up to six weeks) subject to tuition and approval if residency is not established immediately. - Students who move out of the district mid-year may remain enrolled for the remainder of the year only with board approval and payment of tuition; the committee noted the district can no longer rely on an informal "senior privilege" that permitted some terminal-grade students to finish the year without tuition. - The policy also included options for children of nonresident district staff, students on F-1/J-1 visas and other special categories; the committee recommended board approval and tuition as appropriate.

Postnatal accommodations policies (second reading)

The board held a second reading and approved three policies that provide postnatal accommodations: one for students, one for noninstructional staff, and one for instructional staff. The policies were approved by roll-call vote with no recorded opposition.

Next steps: The administration will post the HIB policy revisions and the revised residency/tuition regulation for public review; the policy committee will continue work on implementation details and communications to families so there is clarity before fall registration.
