The board announced at the end of the executive session that "No decision was made in executive session." In open session, staff recommended a motion "to ratify the collective bargaining agreement and to authorize signing it outside of a meeting." A commissioner moved and a second was recorded; the board approved the motion by voice vote. Commissioners recorded "Crawford aye. Barney aye."
