Cherokee County plans November TSPLOST referendum; county seeks city participation for six‑year, 1% option

Assistant City staff updated council July 17 on Cherokee County’s plans for a transportation special purpose local option sales tax (TSPLOST) referendum this November.
Staff reported the county is considering two paths: a county‑only referendum for up to a half‑cent (0.5%) sales tax limited to county road projects, or a countywide option that would pursue a full 1% sales tax for up to six years with an intergovernmental agreement (IGA) among the county and participating cities. The county’s staff asked municipal partners to review and approve a project list and sign the IGA by August so the county can include cities’ projects and, if agreed, extend the TSPLOST to six years.
Under the county’s draft terms, extending the TSPLOST to six years and including city projects in a countywide program would require IGA participation amounting to at least 50% of municipal population as measured by participating cities’ populations. Staff told council the city is preparing its project list and will bring it to council at the first August meeting for consideration and possible inclusion in the county IGA.
Staff emphasized that if Canton chooses not to enter the county IGA the city would still receive an allocation based on population but would not be guaranteed project‑level funding under a coordinated countywide plan.
