ALRC approves multiple license actions, forwards consent items to Council
Summary
The Alcohol License Review Committee approved a consent agenda and granted or referred a series of license and premises applications. Several items were forwarded to the Common Council for final action and a handful of new licenses and changes of premises were approved by the committee.
The Alcohol License Review Committee (ALRC) met July 16 and voted on the consent agenda and a number of individual license and premises items. The committee approved the consent agenda, referred a municipal approval for Stateline Distillery (item 32) to the next ALRC meeting, and forwarded numerous consent recommendations to the August 5 Common Council meeting.
Key outcomes at a glance:
- Consent agenda: Approved. The consent package included recommendations to the Council on multiple routine matters (operator licenses, temporary Class B licenses for events, changes of agent, business name changes, entity reorganizations and a request to extend license issuance beyond the 180-day limit under MGO 38.05 for Wisco Cheese and Cheers). Item 32 (municipal approval for Stateline Distillery LLC) was added to the consent agenda and referred to the next ALRC meeting upon the applicant's request.
- Entity reorganizations (Madison Axe LLC, Triple Shift Entertainment LLC, Vintage 2 Inc, others) and operator recommendations listed on the consent agenda were forwarded to the Council as recommended.
- Change of ownership / entity reorganizations: University Avenue Liquor and City View Liquor (items 11 and 12) ' granted (motion by Alder Revere, seconded by Alder Farley). The applicant will file change-of-officer paperwork and background checks for new listed managers as required.
- Change of premises / outdoor cafe requests and patio approvals: - The Stuffed Olive (item 17) ' change of license premises approved; applicant agreed to neighborhood outreach and to close sidewalk cafe service at midnight by preference though city vending rules allow later service. - Aftershock Classic Arcade (item 18) ' patio request approved; the applicant was advised to consult zoning staff about required approvals for private-property outdoor food/drink. - All Fabulous (item 21) at 1026 N. Sherman Ave ' new full (Class B combination) license approved; applicant discussed plans for indoor and attached patio seating and said future outdoor expansion toward the rear wooded area would return for zoning and ALRC review.
- Hotels and markets: Spark by Hilton Madison Central (item 22) and Home2 Suites/Tru by Hilton (item 26) ' approvals for limited hotel market beer/wine sales (applicants discussed hours of sale and interactions with neighborhood and police); clerks' office noted applicants can opt to apply for beer-and-wine-only license classes in some cases.
- Moon Bar / Danny's Pub (item 23) ' the committee approved the transfer/rebranding to "Moon Bar" and approved an entertainment license; vote carried with three conditions carried forward from the previous license: capacity (314 persons indoor), no refuse or recycling stored on public property, and no patrons permitted to enter/reenter after 1:30 a.m. on Fridays and Saturdays; the committee recorded that the applicant would consult with police for staff training and work on refuse removal arrangements.
- University Avenue / City View reorganization (items 11 & 12): granted; applicants were reminded to submit change-of-officer applications for manager/owner additions and to complete background checks when ownership shares change.
- Madison Children's Museum (items 27 & 28) ' both the alcohol license transfer/issuance and the entertainment license were granted; the museum representatives committed to work with nearby residents on amplified-music concerns (see separate article for details and a neighbor's testimony).
- Other routine approvals: Red Lobster (item 25) ' new license approved following a provisional license while paperwork was completed.
Votes that resulted in referrals or additional steps: - Speedway (two sites) and 7-Eleven applications were referred when applicants did not appear; the committee chose referral rather than placing on file for now and noted these will be the applicant's last referral before more formal placement on file.
What happens next: Most recommendations are forwarded to the Common Council for final action (August 5 or the next available Council meeting); applicants who received approvals were reminded to complete any outstanding zoning, building inspection, or change-of-officer paperwork and to coordinate with police and zoning when patios or outdoor service on private property are involved.
