The McDowell County Board of Commissioners on July 14 agreed to move forward with a county-owned lease of the former convenience-center site adjacent to the Foothills pilot plant to Blue Ridge Processing for property cleanup and overflow parking, with final lease terms to come back to the board.
County staff said Blue Ridge Processing expressed interest in leasing the county-owned parcel between its facility and a state-owned minimum-security unit, primarily for occasional events and overflow parking. After an initial review, staff told the board parts of the site are under state ownership and cannot be leased by the county; the county can lease and control sections that are under county ownership.
Blue Ridge agreed to make some property improvements and to clean up overgrown areas. Commissioners directed staff to prepare a short-term (one-year, with flexibility) lease and to return next month with a market-rent recommendation. A motion to approve the lease request and bring a document back for final board approval passed by voice vote.
Ending note: Staff will draft lease terms, identify the county-owned parcel boundaries to be leased, propose a market-rate rental, and present the lease to the board for final approval at a future meeting.
