City staff presents draft 2025–2029 consolidated plan, recommends 2025 CDBG allocations and July 22 public hearing

City of Thornton staff presented the draft 2025–2029 consolidated plan and a draft 2025 annual action plan for Community Development Block Grant (CDBG) funds, outlining priority needs, proposed projects and recommended funding levels and scheduling a July 22 public hearing.

Cheryl Steinberg, presenting the plan, said the consolidated plan (the “con plan”) identifies priority needs — including affordable housing, public services, public facilities and infrastructure — and sets strategic goals for the five‑year period. Staff described four outreach paths used to build the draft: interviews with city staff, stakeholder organization interviews and meetings, resident input from public meetings and events, and a review of city documents and past CDBG program history.

For the 2025 annual action plan, staff said HUD awarded Thornton $11,771 for program year 2025 and that the city received nine applications requesting roughly $920,000. (Staff noted the $11,771 figure in the meeting presentation.) Staff recommended continuing several programs funded in prior years, including a code compliance assistance program, a Help for Homes owner‑repair program and a Paint‑a‑Thon exterior painting program for seniors and residents with disabilities. Staff also recommended homeless outreach and other public service funding within the HUD limit for services, and funding for grant administration to support compliance and reporting.

During the presentation staff listed program recommendations and amounts discussed during the meeting, including Help for Homes (shown as $152,000 in staff materials), Paint‑a‑Thon ($48,000), a homeless outreach program ($121,766), and an administration allocation noted in the presentation as $162,354; staff said the allocation totals were tied to this year’s program budget and that the full recommended grant program package for the year would be presented for council adoption. Staff reminded council the city must submit required plans to the U.S. Department of Housing and Urban Development by Aug. 15 and that the public hearing on the draft consolidated plan and annual action plan is set for July 22.

Council did not object to staff’s recommendation and asked clarifying questions about program history, grant administration and how the annual action plan maps to the consolidated plan’s longer‑term goals. Staff said the city will finalize the draft for public hearing and return with any substantive changes after the public comment period.

Staff said the consolidated plan work relied on the city’s 2024 Housing Needs Assessment and invited council feedback ahead of the July 22 public hearing. The draft consolidated plan and annual action plan will be available during the public comment period and staff will return to council for adoption after the hearing.
