Committee debates asking council for bond authorization as cost estimate looms

Members of the Howell Multi‑Generational Building Committee debated whether to ask the town council for bond authorization to cover an estimated funding shortfall at their July 17 meeting. One committee member argued publicly for the committee to ask the council to authorize a bond so the committee could proceed with a larger, signature building and then reduce scope if needed.
"We know we're talking about the elusive 2,000,000," the committee member said. "Would it be wise for this committee, if it chose, to say to the council categorically, will you even consider a bond to make up the difference so that we can go with the 6,000,000 ... giving us the opportunity that we can chisel away if you agree." The speaker framed the request as seeking council authorization rather than immediate issuance.
A different committee member urged patience until BH+A’s updated cost estimate is complete. "We can't chop away anything until we have something to chop away at," that member said, noting DD drawings were about to be completed and that a cost estimate would provide a clearer baseline. The member also noted that furniture packages and donations could change the net project cost and that the committee should wait for those figures before asking the council to act.
Committee members also discussed one specific funding question: a roughly $1,000,000 allocation that might be eligible to fund a separate outdoor recreation project (basketball/pickleball). One member said clarifying whether that $1,000,000 could be reassigned to this center would reduce the net funding gap. Mark (town staff) was identified as the person expected to pursue that clarification; a committee attendee said Mark "is supposed to be working on that."
No formal recommendation to the council was made at the meeting; members agreed to wait for BH+A’s cost estimate and for staff to clarify the status of other identified funds before taking a formal position.
