Bettendorf planning commission recommends approval to combine two Crow Valley lots into one

The Bettendorf City Planning and Zoning Commission on July 16 recommended approval of case 25-028, a final plat to combine Lots 17 and 18 of Palmer's Crow Valley First Edition into a single 1.45-acre lot.
Planning staff member Greg presented the proposal on behalf of the applicant, Kirkhoff Homes, saying the replat removes a utility easement on the lot line and will require tearing down the existing house at 2455 Eagle Circle to accommodate a single new residence on the consolidated parcel. "Staff recommends approval of the final plat because it meets the goals and plan organization segment of the comprehensive plan of goal 4," Greg said.
The parcel’s current land-use designation is Neighborhood Light, consistent with nearby properties, and staff noted the area was originally zoned R-5 (high-density multifamily) but developed over time as single-family. Greg told commissioners the combined lot totals 1.45 acres, well above the minimum lot-area standard cited for the proposal (10,000 square feet). He also said All Star Engineers determined the proposed house would not trigger stormwater detention requirements and that no curb, gutter, or other infrastructure improvements are planned as part of the replat.
Commissioners asked for clarification about abandoning the existing utility easement; Greg said the easement was established for two separate houses and can be removed since the lots will be combined into a single lot. No members of the public spoke on the item.
A motion to recommend approval of case 25-028, subject to staff recommendations, passed by voice vote. The commission chair called for the ayes and the commission recorded the recommendation for approval.
The commission’s recommendation will go to the Bettendorf City Council for final consideration; the commission’s action is advisory. Staff noted that future building proposals must comply with the city’s adopted building and energy codes and other applicable standards at the time of permit review.
