City Engineer Shonner told the council the low bid came from PCI and the contract includes a late start date of June 1, 2026, although the contractor may start earlier if materials and pedestrian bridges are available. Shonner said the contract allows winter work and carries liquidated damages of $1,200 per day.
The action followed a public hearing in which no substantial opposition was recorded. Shonner opened the presentation by calling the segment “something to celebrate,” and noted Cedar Rapids crews will pour a small portion adjacent to a ditch that city crews will not perform.
Council members moved and seconded the project-calendar resolution package (Resolutions 32,475–32,476). The motion passed on voice vote.
The project funding and detailed construction schedule are in the contract documents; staff told the council the bid packet had been circulated to the Department of Transportation. The engineer said the contractor’s ability to obtain pedestrian bridges could allow an earlier start than the stated June 2026 date.
Next steps include formal contract execution with the low bidder and preconstruction coordination; staff said they will return to council with the fully executed contract and schedule as required by city procurement rules.
