Council refuses request to pause vote on Bear River Water Conservancy District withdrawal

The Brigham City Council voted to deny a district request to pause the Bear River Water Conservancy District's process for a boundary adjustment that would allow Brigham City to withdraw from the district.

City staff and the mayor said they had met with the district board and discussed Brigham City's concerns about the city's participation and the benefits the district provides. Derek (city administrator) told the council staff had presented the city's concerns and that, following the meeting, the district asked Brigham City to ask its council to pause the district's call for a public vote as part of the withdrawal process to allow further negotiations. Derek said staff had recommended the council consider the pause request and the mayor and staff had promised the district they would take the pause request to council.

Councilmembers questioned the district's record of assisting Brigham City and said the district's stated benefits did not match funding the city pays into the district. After discussion the council voted not to pause the district vote, rejecting the district's request. Councilmembers said the city will continue to pursue its position on the boundary adjustment and asked staff to continue discussions where constructive offers are made, but the council declined to delay the district's next steps.

The vote was recorded by roll call; the motion to deny the pause carried.
