Senior investigator Tim Justice and other staff described repeated inspections showing an RV placed, removed and later returned to the property despite prior orders from March 12 directing removal. The inspector said staff posted notices, completed pre-bid inspections and had several contacts with the owner, Joshua Marshall. Investigators observed the RV visible from the public right-of-way on multiple inspections, including a July 11 reinspection and a same-day photo at 8:17 a.m.
The magistrate noted the history of orders dating to March 12 and characterized the situation as a recurring violation; he imposed a $75-per-day fine covering the period since the earlier order and described the fine as “a done deal.” The magistrate also authorized unannounced inspections over the next 30 days and scheduled a compliance hearing for the 13th (9 a.m. that day). The magistrate warned that returning the RV to the property would prompt daily fines.
Marshall told the magistrate he had removed the camper the morning of the hearing, purchased a mobile home he planned to place on the lot and sought to pull permits. The magistrate and staff discussed the permitting timeline and noted that if outstanding violations remain, permitting could be affected.
The magistrate instructed code enforcement to reinspect as needed and to report at the next hearing.
