Magistrate finds 3417 Long Road now in compliance but imposes $2,200 fine and records lien authority

The special magistrate found the property at 3417 Long Road had been brought into compliance with building repairs but concluded the respondent remained subject to a daily fine that accrued while the property was out of compliance and ordered the fine recorded as a lien.
Inspector Sarah Brunning testified that the property had been cited on May 15, 2024 for blight, trash, overgrowth and derelict vehicles and had received a roof permit in October 2024; a renewed inspection on July 9, 2025 showed a completed roof and a passing building inspection. Brunning said the magistrate had authorized a $25-per-day fine starting April 12, 2025, until compliance.
The magistrate found the property in compliance as of July 9 but determined fines assessed from April 12 through July 9 totaled $2,200. The magistrate ordered the $2,200 fine to accrue statutory interest from the recording date and directed that upon recording the fine and related costs would constitute a lien on the property and any other real or personal property owned by the respondent under the Uniform Assessment Collection Act and county code chapter 21.
Counsel for the respondent told the magistrate the owner had acted with some misunderstanding about what constituted abatement and had been working with counsel to remedy the roof issue; the magistrate said the fine should remind owners to act promptly on permits.
The magistrate directed the clerk to record the order and lien.
