McCreary County board adopts KASA five-standard framework for superintendent onboarding

The McCreary County Board of Education voted to adopt a resolution aligning its superintendent evaluation and onboarding with the Kentucky Association of School Administrators(KASA) five-standard superintendent effectiveness framework.

The action came after a presentation from Rhonda Caldwell, executive director of KASA, who described the organization—s onboarding program and the five standards that will guide evaluation and support for a new superintendent. Caldwell said the program pairs a superintendent with an executive coach, an experienced superintendent mentor, a school board liaison and other staff to provide "boots on the ground" support during the first year.

The adoption directs the board to use the five standards described in the KASA packet delivered to board members and to consider a growth plan for the superintendent later in August or at an early special meeting if needed. The board packet included a program guide, training dates, roles on the onboarding team, curriculum details and a resolution for the board to adopt.

Board members moved and seconded the motion to adopt the resolution and recorded votes in favor. The superintendent and board chair discussed next steps for presenting a growth plan for board approval in August.

KASA noted the program is developed in partnership with the Kentucky Department of Education and that the onboarding work supports superintendent certificate retention under state requirements. The board accepted the program materials and the resolution to use the five-standard framework.

The board did not specify implementation dates beyond the plan-to-come in August and did not set a deadline for completion of the growth plan in the public remarks recorded at the meeting.
