Council approves updated city fee schedule covering building, parks, police and other services

The Coeur d'Alene City Council on July 15 adopted Resolution 25-037, which adjusts multiple municipal fees across departments including Building, Finance, Fire, Library, Municipal Services, Parks & Recreation, Police and Water.
City staff said the adjustments reflect increased staffing and operating costs and clarified several fee categories that had become outdated. Notable changes include updated hourly-based inspection and permit fees in the Building Department, a new fee for temporary certificates of occupancy, revised fees for manufactured-home settings, and a clarified change-of-occupancy fee intended to cover multi-department review time. Police requested an increase to off-duty officer rates used for private security contracts; parks and cemetery fees were adjusted to better reflect weekend staffing costs and specialized niches; the library’s janitorial fee for room rental was increased; and municipal license/permit fees were raised modestly. Street-lighting fees were set to increase in a three-year schedule to build capital replacement funds, and the water rate increases previously discussed with council were included.
Staff said departments compared neighboring jurisdictions when setting rates and that notices were published prior to the public hearing. Council had no public speakers on the fee resolution and approved the resolution by roll call.
The resolution took effect as provided in the adopting language. Staff said departments will continue outreach for categories (notably special events) where further policy discussion may be warranted.
