Lafayette council appoints Stella Weatherspoon after special meeting of candidate interviews

Stella Weatherspoon was appointed to the Lafayette City Council at a special meeting July 15, when council members adopted a resolution filling the vacancy and voted unanimously to install her immediately.

The council convened a July 15 special meeting to interview applicants for the open seat and first adopted an interview protocol that gave each candidate a prepared list of 12 questions, 24 minutes to answer them and a three‑minute closing statement. "We are actually gonna give you the questions... We will give you 24 minutes, and we're gonna have a countdown clock here so you can kinda keep your time," the mayor told candidates before interviews began.

Council members said they wanted a process that treated applicants consistently. The council debated whether to hand candidates printed question sets at the start and how to time answers; the final procedure made the questions available to applicants when they sat for the interview, gave roughly two minutes per question, and allowed a short final statement. Candidates answered questions on topics including wildfire preparedness, housing policy, the Mount Diablo corridor plan, and fiscal sustainability.

After completing interviews and public comment, a council member moved to adopt "Resolution No. 2025‑41, appointing [the candidate] to the Lafayette City Council effective immediately." The motion was seconded, and the council answered “Aye” on the roll call. The council recorded a unanimous vote to appoint Weatherspoon.

Public comment during the meeting included several endorsements of other applicants. Longtime resident Don Stanners told the council that one applicant, Bill Frasier, "is an analyst. He's extremely thorough," and urged the panel to consider that candidate’s record of community involvement. Another resident, Chris Nichols, said of the same applicant: "What you saw tonight was someone that did his homework, someone that knows the issues, someone that is passionate." The council did not identify any obstruction to appointing Weatherspoon and moved forward with the resolution after weighing interviews, application materials and public input.

Council members stressed the need for a member who could contribute immediately on ongoing items such as the housing element, wildfire planning and the Mount Diablo corridor work. Several council members cited experience on local advisory bodies and prior work on Lafayette issues as factors in their deliberations.

The council adopted the resolution at the meeting; instructions on administering any oath or next administrative steps were discussed but not finalized on the record. Staff said procedural details for onboarding the new member would follow through the City Clerk's office.

The appointment fills the council vacancy created earlier this year; city staff will circulate an updated calendar and assignment list showing committee and liaison changes once Weatherspoon has completed any required onboarding.
