Board asks staff to compile needs-assessment memo before moving ahead on surplus or repurposing closed school sites
Summary

Board members on July 15 asked district leadership to document what work the cabinet has already completed on needs for closed school properties and to return with a clear memo before the district moves to feasibility studies or real-estate analyses.
The discussion grew from the district’s administrative procedure (G5 AP) that describes a sequence for assessing district need, conducting a feasibility or real-estate analysis and then seeking community input if a site is deemed surplus or suitable for repurposing. Board members said they are not satisfied that the prior documentation shows a comprehensive internal needs assessment and asked staff to compile and share cabinet’s analysis and, if needed, to run a formal stakeholder survey of district employees to identify unmet district needs.
Board members said they distinguish between repurposing (using a building for another district purpose) and surplus (declaring the district has no district need and moving toward sale or non-district uses) and asked that staff present the basis for any conclusion that a site has no immediate district need.
District administrators (business/operations staff) said cabinet had reviewed age and condition of buildings during the closure process but had not produced a single consolidated public report matching the board’s request for a comprehensive needs study; staff offered to reconvene cabinet, assemble a clear memo and, if the board wishes, begin a formal procurement to conduct a broader needs assessment or consultant-led real-estate and financial feasibility analysis.
Ending: The board asked staff to return with a memo that documents what analysis has already been completed and a recommended next step — either a formal internal stakeholder needs assessment or moving forward with vendor procurement to perform a real-estate/financial feasibility study — and requested that the memo be placed on a future agenda for board discussion.
