Napa County’s Board of Supervisors approved a $967,000,000 budget for fiscal year 2025–26, county officials announced in the county’s Through the Vine briefing. The plan is described as structurally balanced and maintains reserve levels for emergencies while allocating funds for capital improvements and core services.
County Chief Executive Officer Ryan Allsup told the briefing the budget “builds on the progress made over the past year and spans investments in the county's workforce, public safety, infrastructure modernization, and advancement of key capital projects.” Officials said property tax revenues remain steady while other revenue streams, notably sales tax and transient-occupancy tax, are underperforming.
The county attributed the softer revenue to declining consumer demand and instability in global trade and export markets that have affected the local wine industry. To help the public review the details, county staff prepared a 600-page full budget and a separate “budget in brief” summary posted on countyofnapa.org.
The county presentation said the adopted budget sets aside significant investment for capital improvements, preserves healthy fund balances for fiscal uncertainty, and continues support for core services while making strategic, longer-term investments.
